The PRIMAR Training Portal provides a wide range of training material, courses and support instructions, developed to empower you to become an S-100 expert.

Get an introduction to the differences between S-57 and S-100 to get a head start on developing functionality supporting the new S-100 series of chart standards.

Our S-100 experts

Svein S. Skjæveland

Lead S-100 and International Standardization

Svein has been working with electronic navigational charts since 2003, starting out as an engineer at the Norwegian Hydrographic Service focusing on ENC, NTM updates and paper chart production. From 2006 employed by Electronic Chart Centre (ECC) working as Senior Geodata Consultant focusing on ENC validation and quality assurance. Svein currently holds a position as Lead S-100 and International Standardization, and has been involved in standardization since 2009. He currently attends a number of IHO working groups.

Robert Sandvik

Key account PRIMAR

Robert Sandvik was the chair of IHO Data Protection Working Group when S-63 was developed and released. He is now a member of the IHO S-100 Task Force on Data Protection. He has been working with international standardisation and hydrographic information since 1989 in the Electronic Chart Centre AS and PRIMAR operation.

Mikus Ranka

SR. Geodata Consultant

Mikus Ranka has been in mapping since 2002 and been working with Nautical publications since 2007. From 2008 he led the Nautical Charting Division at Maritime Administration of Latvia Hydrographic Service overseeing navigational and nautical publication production. From 2008 he participated in various working groups within IHO and BSHC. Mr Ranka is also a member of the Institute of Marine Engineering, Science & Technology (IMarEST) and a Chartered Marine Technologist since 2018. 

From 2015 to 2022 he has worked in various positions and projects at Hydrographic Offices in New Zealand and Denmark. In 
2022 he was employed by the Electronic Chart Centre (ECC) as a Senior Consultant with responsibilities of data validation, standardization, consultation and project management. 

Julien Barbeau

SR. GEODATA CONSULTANT
Julien Barbeau has been working in hydrography and digital mapping since 2004, with a focus on electronic navigational data and the S-100 standard. He began his career at Teledyne CARIS, where he spent over two decades (2004–2025) contributing to the development of hydrographic software solutions. As Product Manager, Julien played a key role in advancing the adoption of the S-100 standard through education, consulting, and software development.

Since 2026, Julien has served as a Senior Geodata Consultant at the Electronic Chart Centre (ECC), specializing in standardization, consultation, and project management. He actively participates in international standardization efforts and contributes to working groups within the International Hydrographic Organization (IHO), supporting the evolution of global hydrographic data standards.

Kevin Black

SR. Geodata Consultant
Kevin Black is a Senior Consultant at Electronic Chart Centre (ECC), supporting PRIMAR in delivering trusted digital chart data and enabling the transition to S-100 services.
With almost 25 years of experience in hydrography and nautical cartography, he brings a strong understanding of how to produce, validate, and deliver high-quality marine geospatial data.
Having worked with leading hydrographic organisations across Europe, Kevin focuses on helping partners improve data quality, streamline workflows, and adopt new standards with confidence.
He is particularly passionate about simplifying complex challenges—combining technical expertise with practical guidance and collaboration to ensure reliable, future-ready services for the maritime community.
